Hi

im having the same problem, I have tried reinstalling rhp and lspd fr which has not worked. 

How did you fix this error? It all seems to have happened when steam automatically updated my gta.

I fixed this issue by completely uninstalling and then reinstalling RPH/LSPDFR, and going through my addon scripts for anything that could interfere with stops; that should work if it suddenly stopped working.
