GTA Updates every time I install a Car skin

Hi guys, so I was super excited when when a user made the New Jersey state police skins, when I installed them however the game updated, ok, so I re installed the the skins, and the game does the same update. Every time I install the Car skin the game re-updates it self as if to keep the file out of its game.... I install the car skin using Openiv and hit the save button, I even leave the program open and watch GTA take out the files as it updates... Please help!
