The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I've seen posts about having plugins start when you load the game by editing the startup.rphs file.

Would it be safe to just copy the format LSPDFR uses? LoadPlugin "LSPD First Response.dll" and just add the others to that file?

One of the mods I downloaded came with a rphs file but I don't want to add that as it'll overwrite the current one but the format used doesn't include the quotation (" ") nor the .dll at the end.

New RPH has streamlined all that into their GUI. When you launch RagePluginHook.exe hold shift, and hold it until it tells you to release it... if you don't hold it long enough it will not work. This will bring up a settings menu where you can make sure "Enable Plugin Verification" is NOT checked, and then move to the "Plugins" tab and check every plugin you want to start automatically.

I pretty much do the above every time I launch RagePluginHook because very rarely it will randomly check Enable Plugin Verification again even though I've disabled it, and it literally only takes a few extra seconds to do this and make sure everything is in order.

go to ur gta v root folder, theres something called startup, open with notepad type in LoadPlugin "(PLUGIN NAME.dll)" when loading game, it will ask u if it is unverified if you want to load or not

I mention the startup.rphs in the very first comment lol. I was asking about the format when editing that file but Kilyin had a much better and easier solution.
