Seriously, like, I know it's probably simple as fuck, and this sounds pathetic and trolling, but does anybody have all the links I need? Lighting system if there is one (haven't been following the modding community one bit), good packs, with Crown Vics etc?

Dude, there's a search bar right there, on the top right. I think you should use it. Don't expect people to do your research.

As for pack with crown vics, i don't think there are any as there is only like 1 or 2 crown vics around.. and there is no lighting system yet, ELS V is in the works however. Most of the police vehicles (apart from a few) use the standard GTA V LED and rotator lightbars.

Thanks man, I heard there are a bunch of different places to replace vehicle mods in the GTA V folder using OpenIV? Is there any simple way to find out which file I need to open?

For police2, sheriff, sheriff2  -> update\x64\dlcpacks\patchday3ng\dlc.rpf\levels\gta5\vehicles.rpf

For police3 -> update\x64\dlcpacks\patchday4ng\dlc.rpf\levels\gta5\vehicles.rpf
