So where would I put the sound file,so that I could reference it within? Like if I just did @\Plugins\LST\mywavfile.wav then that would access the file from the LST folder located in my plugins folder? provided there is one?

You can use Directory.GetCurrentDirectory().to get the root folder of GTA V, then add the file path beginning from GTA V, for exemple @"\Plugins\LST\mywavfile.wav".
The following code :

System.Media.SoundPlayer player = new System.Media.SoundPlayer(Directory.GetCurrentDirectory() + @"\Plugins\LST\mywavfile.wav");
player.Play();

should do the job.
