Pursuits not going above 30 mph

Pretty self-explanatory title, for the past two days whenever a pursuit is initiated, it never goes above 30 mph and somehow their vehicles become strangely overpowered.  The only way I can stop the pursuit is to kill the driver.

Try without all those plugins and see if the issue persists.

It is the KeepCalm plugin. Remove that and you should be good
