How do I convert yft so I can open it in Blender?

 You don't need blender for texturing the vehicles. You can use OpenIV, click on edit mode, click on the .ytd of the file you want to edit textures on. Find the template and click export, and with any photo-editing programs you have for ex. (Photoshop, Gimp, or Paint.net).

I've tried doing that with police2, but I just don't understand how or where I can paint/edit/draw.

Okay, I can help you with that. Install Yard1's Bravado Buffalo (1ST GEN) Mapped. Replace the police2 files with his remapped police2 files. Then follow what I said before. Also in the folder, there's a template of the mapped Bravado Buffalo (1ST GEN) which should help where you should paint, for ex. doors, boot, bonnet, and so on. :smile:
