The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

HI i'm going to have to run gta v on the lowest settings possible and i just want to ask there won't be any change in the graphics it's just a mod like other games but just to make sure will i be able to run lspdfr even though my pc is crap and that i'm going to be using lowest setting possible on gta v?

if your game can run GTA V then it can run LSPDFR. That being said just make sure your computer is a bit over the minimum requirements for GTA V because mods sometimes do take up performance.
