The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Okay firstly, open your RageHook.ini file and make sure it has all of this inside it...

This will enable your console to show/use in game.

 

As for LSPDFR not loading, just re-install it.  Read the install instructions that come with the download very carefully.
