The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

No New LSPDFR Plugins Working

So basically I haven't downloaded any new plugins for almost a week now and I begin to download a few new plugins like baitcarV, PoliceToolbox, strobemod etc etc and I've even updated some of my older mods. I have the latest ragehook and even checked to make sure that these plugins are compatible with the latest ragehook and they are and NONE of them work. I press F4 and open the console and they aren't even recognized as a plugin. Also, when LSPDFR has a callout it isn't shown on the screen, dispatch just calls it out. I have no idea what this could be but it seems like everything is broken.

Callout/API plugins are automatically loaded by LSPDFR and go in Plugins/LSPDFR.
