The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hi.everytime i enter los santos everytime arrive gangsters and following me and want to kill me and they are still spawning.Im using some callouts-

That sounds like part of the storyline, what GTA V missions are you on? Because once you're so far into the storyline, you're not allowed back into the city because Mr. Mendrazo (i believe that's him) has ordered a hit on you for kidnapping his wife. 

So until you complete the required missions, in the storyline (this lasts for a few missions) you'll be hunted down. do the missions and then you'll be allowed back into the city.
