The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Doesn't work, or am I installing it incorrectly? Bait Car files are in GTAV/Plugins/LSPDFR. I've tried it in GTAV/Plugins and still doesn't work. Controls? Such as how to call a bait car?

Read the readme that comes with the mod, it'll say how to install it correctly.

You tried load with Rage, if works and that thing pop up when press F4

You install the mod into Plugins/LSPDFR, where all other API plugins go, when you are in game (unless if you changed the controls) press F7, a menu should pop up showing you selectable cars.
