The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I am just wondering if we can use the GTA IV real car mods for GTA V? 

Sadly I downgraded to Win7 to play LCPDFR, but my GTA EFLC Steam version became fully dead, and I didn't find a solution

No, mods for GTA IV will not work for GTA V. None of them except for certain tools like OpenIV and such. You will have to wait until someone makes this mod, or something like it, for GTA V.

No, car mods for GTA IV won't work in V.. they'll need to be converted via zmodeler or another program.. which hasnt been updated for V yet, if we could use IV mods in V.. then there'll be lots of car mods in the V download section.
