Problem With GTA IV on Windows 10

Ok, recently I upgraded to GTA IV and updated my graphic drivers to the latest windows 10 update from Nvidia. When I launch GTA IV One of Two things will happen.

1) When I launch GTA IV my graphics driver will crash and recover causing me to force close GTA IV using the task manger.

or

2) The game will launch without any problems but only Trainer will work, everything is broken. ELS 8.5 is being read but does not work, and LCPD:FR will always have an error and not work. 

Does anyone know a fix to either of these problems?
