Unusual Notification error

Info:

I am not receiving any help with this can someone please help, even some mods edited my post yet ignored my request for help! Ok so LSPDFR Is correctly installed this has happened when I was running with no other mods and is continuing, I will quickly say this is a weird glitch that I have seen no one else get. (I have notifications and phone notifications enabled!) 

Whats happening:

Ok so the mod is installed correctly I am able to go to a station choose my character and vehicle, after choosing your vehicle you are meant to receive a notification saying you are now on duty, I don't get this notification and I receive no callouts, I can use the interaction menu and the police computer and get replies (notifications after running a plate in police computer) however nothing else works. If I try to arrest someone or pull out a gun I get police (stars)! The mod is not giving me my notifications, saying I am on duty or anything and it still gives me stars! Someone Please Help I have reinstalled it so many times and tried so hard to find the error but can't. Do I need to finish the game or something, as I know the game doesn't have to be near finished.
