You are going to need experience with modelling as well as ELS mapping.

look up zmodeller, its free though you will need a lot of patience to learn.

If you can find a infernus police car you download it,import it with Spark 4 and then in your ELS.ini file (in your GTA4 directory) you make a "infernus" slot just like the others.You can customize the lights and such,and then the lights and police horn will work on it.
