The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So has it been corrected or did someone forget to change the website info

You're looking at the changelog for two different versions. From "LSPD First Response 0.2b" to "LSPD First Response 0.2" are the updates from .2a to .2b. From "LSPD First Response 0.2" down are the updates from .1 to .2.
