The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

hey im playing the mod and all goes well untill i have to use my taser on a person running away etc, they get hit with it then stand up and just stand there and i cant arrest them or anything. is this a problem for anyone else or just me?

This happens when you try to arrest them while being in the tazed animation, taze them, wait until they get up THEN press E to arrest them. this might be fixed in the update that is being released later on today. (i don't know what's been fixed in the new update so it might be fixed and it might not have)
