ok i figured out ELS now how do you pull over cars in the game is that a mod or is there just a button you have to push?

You have to install lcpdfr, download in the downloads section. After installing launch the game as admin. and when you load the game, press Alt P for going on duty. For pull over a car, get behind the car you want to stop, and press shift, and follow the instructions that will appear on the screen.
