The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

After the game loads up and I spawn in, I spawn underground with my arms raised to the side and I cant move and nothing happens ive even tried to re-load and it still happens

This happens to me too, but I usually just teleport out using a trainer.

The only thing I have loaded is Rage Hook itself, Script Hook V, and Enhanced Native Trainer. I'm assuming this is more of a save problem then it is an LSPDFR problem.
