Can lcpdfr not run on my version??

I don't believe so, the latest version of LCPDFR uses a version of .NET Framework that is only available for Windows 7+ (I know it's not available for Windows XP, although i'm not entirely sure for Vista)

Make sure it's .NET Framework 4.5 otherwise it wont work.
