The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Press J. Or you can do it through the interaction menu with N (it's under actions, I believe).

Please read the documentation that came with the mod before posting on the forum next time, though. It's all laid out.

It could be because you are running multiple instances of the mod. Type the following into the console:

UnloadAllPlugins
LoadPlugin "LSPD First Response.dll"
