The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

So when you ask for ID then you can run the LSPD Database and see if they have any license issues, warranties or something

 

So I wanna know has someone found person that has those stuff because I have tried many drives and none of them have been some legal issues

It is possible that the person is wanted or has an expired license (plus a few other easter eggs), and it is possible that a car you look up is reported stolen. I'm unsure if there are any other flags - these are the ones I've seen.
