The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Is it possible, even with the technical limitations so far, to add a criminal marking system that would start a pursuit like the "alt+e" system in LCPDFR? Most of the time when people run away from me after a stop a pursuit does not initiate automatically and I just have to let them go.
