The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Unless you have rebound your keys to something else, neither of those keys are the lights/siren key.

By default, the siren key is "E" alternatively to disable sirens to just have the lights (specific to LSPDFR only), you press the "J" key. 

My lights are not working I have tried "g" and "/" on the numberpad. Please help! Thanks!

You should consult the in-game manual or control pane for default controls (or current controls) - It's all listed there. The support fora is not a search engine :)
