You can set the lights to go fast in your ELS.ini which should be in your root GTAIV folder.

Simply open it with notepad or wordpad, then scroll down to this:  FlashDelay_Sp = 1     // (0-5) Lower this value for faster ELS lights in SP/raise for slower

Setting the Flash Delay to 0 or 1 should make the lights faster.

 

Also, different light patterns are faster and slower than others so you can mess around with those and see which ones you like.
