The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Now that i have installed 0.1e am having a issue with the interiors whenever i walk into the sheriff station in sandy shores i fall under the map but they used to be a interior.

This is a known issue which is gonna be fixed by the next patch. A temporary solution is to reload LSPDFR by opening the console (F4) and typing ReloadPlugins

I'm curious though, does the door to this station open now because there's supposed to be an interior?

Yes. Usually LSPDFR also loads the interior that's supposed to be there, however it seems that sometimes it just doesnt. So if you're unable to look into the police station from outside, the interior isn't loaded and you should reload plugins.
