The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You will likely need the latest RagePlugin Hook. I would recommend trying the steps in the LSPDFR FAQ. Launch GTA V manually first, then once at the start screen, launch the RagePluginHook.exe manually.
