anyone have a templated,unlocked harley or police bike (from eflc) ? if not can someone template the police bike?

Unfortunately I don't know of any unlocked police bikes that exist because I'd be all over that.

The only police bike I've found is this one: http://www.gta4-mods.com/vehicles/harley-davidson-flh-1200-police-f9510

It has a template, it's a good bike, and it uses ELS although you can't make all the lights blue which is what I wanted to do.

Yeah I wish I had one too. I know the unlocked default police bike does exist somewhere but either it's not public or it's very hard too find.
