The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Story on how I Fixed my game crashing
Well got up at 4am (UK time) to play this for a few hours before work but it kept crashing, I removed all my mods, and kept trying ended up re downloading the game (thanks R* for improving your DL Speeds).  Anyway that didn't work. I then ended up trying a lot more things like removing save files (someone suggested it somewhere), also tried EVERY version of ragehook.

Anyway after 4 hours of trying to fix it, I ended up closing FRAPS!!! and the game worked.  I have tried multiple times testing with and without fraps and every time with fraps open the game would crash.

Fraps shouldn't interfere but it does, so this got me thinking why would it affect it, and I am guessing its something to do with way the FPS overlay is shown in game.

So if you cannot play due to GTA V crashing at the load screen close down things like Fraps, and other programs that give you overlays in the game, those with steam try disabling the steam overlay (cannot test as I have the R* version)

 

Short version.

Do not have FRAPS open. As closing Fraps fixed my game.

Also try closing/disabling things that give an overlay in game like Fraps, Steam Overlay, xFire, Raptr, and OverWolf.

Don't have fraps but mine crashes on the R* screen. The log that appears after the crash has this:
