I'm using 8.5. I've tried reinstalling it, the issue is with the AI. When the AI are turned off it works, but I want to have the AI enabled. 

yes u can install non els ambulance and fire truck. You can also decrease the number of AI calls that happen. Another thing is when u call for transport make sure those are gone before u leave the scene.
