So telling by the topic I am planning on building a new PC because mine is just loud and I sadly chose Alienware x51 as my first gaming desktop (Don't judge). Anyway, I want to get something that's better than what I have currently. Here's all I know I have:

GPU: AMD Radeon R9 270x

RAM: 8GB (Unknown brand) (Probably some dell RAM)

CPU: Intel i7 4790 3.6GHz 

So I want to get something new that will save me money but at the same time allow me to play games with better FPS on a 1920x1080 resolution. I actually have a list of the parts I want but I want to know what you guys think I should put in my new PC. 

By the way I plan on getting a Nvidia card so I can use shadowplay for recording unlike the AMD version where it won't allow me to record.

Yeah, Windows is great… I used it to download Linux.

You don't really need a fully new build. If you have a loud computer, get new fans that are quiet, make the CPU to liquid cooled, and etc. For a better gaming experience, just get a new GPU like a GTX 970 and get more ram.

I can't upgrade like that. I said I have a Alienware x51 which means I can't really do water cooling. That's why I'm wanting to build a new PC

Take Motherboard, RAM, CPU, HDD, and 5.25 (DVD Drive) out of the old case. 

Buy a new ATX compatible case, AIO Liquid Cooler (Corsair H100i for example), and the new Nvidia graphics card you mentioned. (GTX 960, 970).

You specifically mentioned the noise of your PC, some things to consider; Be Quiet! makes some fantastic cases focused on quiet cooling cases, and graphics card wise, I'd look into getting a non reference cooling card. 

Two options there:

-ASUS STRIX Technology (Fans only enable under load)

-Water Cooled AIO Graphics Card (Corsair HG10 + H100i, H50

Well how much money do you have to spend?

​If you want my opinion i wouldnt go with intel. im not a big intel fan. I have been amd since i got into computers, except my first laptop which was an intel core i5. I have a Fx-6300 fixing to upgrade to the Fx-8350. I would go FX as they are good at taking loads and they are cheaper then a Intel core processor, intel is just if you do alot of rendering in my opinion. your graphics card is okay, though swap it for the 280 as its what i have and it plays everything maxed and never once get even close to using all my graphics ram. Ram i would go Corsair Vengeance as i hear that ram is good for gaming! The FX processors come in a range of different cores, the 8350 being an 8 core for about 180$ compared to that intel at almost double that! im just giving you options, keep your mind open and if you need any more computer advice let me know privately as i built my computer from the ground up!

 

EDIT: Built mine at 400$ but have been doing extensive upgrades to make it better. My first processor in this computer was a Intel Core 2 Duo, didnt stick long with that processor before i got my AMD Athlon quad!
