How do you get that Police lights?

I have downloaded some Police cars from the internet,

but all of them dont work with the lights.. Only hear the siren ;(

I cant heard the dispatcher sound when being called out called .

By you using ppm on posting it on here and not using LCPDFR on them both, you pissed some of people off i see.

rmeijer didn't even bother to read the two comments I made on the Fusion download that ELS is needed, yet he still posted there and here asking why they do not work.
