Ok So I have gone through everything and I cant figure out what is crashing my game. I have checked every log but I might have missed something. My computer specs:

Dell XPS 8700 Desktop

Intel I7

16GB Ram

Nvidia GTX 745

 

If someone could take a look at my logs or tell what else to do, that would be great.

It just randomly crashes. Sometimes with errors and sometimes none

In general, the more mods you use the more often GTAIV crashes.

I would try LCPDFR on a clean install. If that works install the other mods one by one a check whether it still works or not.

Jety is right. there are alot of things that can make your game crash. too many police cars abandoned on screen (when backup or ambulance comes stay on scene until they leave so they can be cleared from memory) over use of mods like tow truck, coroner can help crashes. too many cars on the screen can also cause crash. once your ram is used up its basically goin to crash. you can go in graphic settings by pushing pause and lowering some settings like shadows, water, etc to help regain some RAM.

when you crash and get that box with the error in it i just push cancel. i think that particular error happens because of the taser so its no big deal. everytime i turn off my game i get that box that says something happened :P

if you are getting an hour of gameplay before your game crashes then you are actually doing pretty good. if your crashes are coming way quicker, like fifteen minutes, then its possible you may have other issues regarding how big your car files are that you installing or something like that.

Ok so I noticed that you where saying that too many police cars on the screen help to crash the game. Now I have that problem and I was wondering how for them to spawn out instead of me getting in everyone and shutting the ELS lights off. And I have 16gb of ram ddr3

okay here are a few things i have done. i have to say that my game runs EXTREMELY well!! i have tweaked and tweaked and i have a good setup. i crash about every hour and a half sometimes two. sometimes i get bored and turn it off without it crashing at all so i'll tell ya what i did.

1. i installed non els brush trucks instead of fire trucks, pstockade, nstockade, and i replaced ambulances with little swedish ones. smaller, less lights, and less deadly!!

2. in the els slot control i turned all those mentioned above to Status=OFF

3. i lowered the ELS range of AI police in the ELS ini in the main GTA IV folder. You can also change the number of ELS cars allowed a few lines below that if you choose. right now its at 20. less els cars hanging around the better. but those two numbers you will have to mess around with to see what suits you.

4. in the lcpdfr notepad inside the lcpdfr folder i changed to SuspectTransporterModels=pstockade (this just allows the non els pstockade you install to come pick up prisoners. the only els cars that i keep are police, police2, fbi, noose, and polpatriot)

5. i also increased the Maximum Seconds Before New Callout. that way it limits the amount of AI police cruisers reacting to random calls. If you have a few callouts installed you can drastically reduce the number of these if you want. The only thing i enable with lcpdfr is the plate reader in the cruiser.

6. You can limit the Maximum Cop Cars In Pursuit. This will limit the amount of els cars on the screen at the same time.

7. i lowered some of the CPU usage in the Graphics tab in game. Eliminate shadows and lower water textures. You can mess around with those settings to see what suits you.

8. also when you call an ambulance or backup wait for them to leave the scene before you do. that way they dont disappear and leave those cars sitting around. having a few of those hanging around with all those lights aint good either :P

Thats it. i mean if you wanna try these PLEASE PLEASE make a backup copy of your game. You will have to tweak with this and see what works for you and your system. i am really happy with how my game plays. i dont use ENB or anything.  I just turned the brightness up. that was good enough for me. and besides with all the tweaks its allowed me to use really sweet cars with bright lights and sexy wig wags :D what i lack in water texture i make up for in really slick lookin cars and lights. anyways good luck man! hope ya game gets better.
