LCPDFR 1.1 Won't Start..

  I've been at this for three days now, and LCPDFR 1.1 won't start. I've tried different versions. 1.0d, 1.1, 0.95RC2, and even 0.91. None of which will start. I've installed all the redistributables, and all the steps of the "Hello There" thing that they post on forums, and the guide, and now I think I've figured out the issue. Only problem is--- I don't know how to fix it. When I run the diagnostics tool, included with LCPDFR (v1.1) , the System Dependencies is red, showing an error next to it, saying the following: "Failed to Resolve d3dx9_43.dll from" Now, I have no idea what that means. When I click on "System Dependencies", it says "Solution: One or more components to run ScriptHookDotNet are missing. Please check the logfile for details. Except... I can't enter the logfile for whatever reason. The error for THAT is "Failed to write log to file. Access to the path ':C\ProgramFiles (x86)\Rockstar Games\Grand Theft Auto IV\LCPDFR\Diagnostics_9.5.15_10_17_41' is denied.. Do you want the contents to be copied to your clipboard? (Yes/No)

Here are my specs:

Intel Core i7-5820K(3.3 GHz, 6 core)

16GB RAM

Windows 8.1 Pro

NVIDIA GeForce GTX 980 SuperClocked 4GB

You have multiple errors. d3dx9_43.dll is DirectX, so you might want to re-install that. (setup is somewhere in your GTA directory) Second one seems to be with the administrative privileges, but i'm not too sure about that, so i'm going to let someone else take it from here.

​Right click on the GTA IV shortcut and click properties. Then tick 'Run as Administrator' (option could be in 'Advanced')
