The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Tasers come with lcpdfr. To draw them, press "ALT+T".

The taser is usually spawned through Blade's Trainer in SP (and was in Online before R* patched the game). Otherwise I don't think you can get it in Online. As for a secondary mod, from what I understand, that is part of some different police mods. But with the trolls (like DoctorGTA) posting fake videos, can't be too sure.

​From the videos I saw, he uses an Enb which makes GTA IV look like V, and he uses LCPDFR, and names his videos LSPDFR... But that was before GTA V launched on PC. I don't know much more about his videos..
