I open the sound bank files with open iv. It will let me export files but it will not let me import files. I have tried click edit and allowing it. Is there a different program I can use?

to import audio you have to use spark 4

​Not true, you can use OpenIV.  What I do is open the sound file (resident.rpf for example) and go into Edit Mode, click on horns.ivaud -> File -> Replace -> Select new horns.ivaud -> File -> Rebuild.  It'll ask you if you want to view it, you don't have to.

​I don't think you guys understand. I am working under pc-audio-sfx-scripted_speech(rpf file)-B1. I saw the audio sound bank, I clicked on it. all the audio opened up. I exported what I wated to edit but now how do I put my .wav file back into the sound bank and replace the old one?

You can put your .wav file back into the sound bank by using Andrew's IV Audio Editor v1.0.
