That will technically run it, but you're better off going out to buy a Windows laptop. GTA doesn't work hardly AT ALL on Macs. These would be ideal specs when looking:

Intel Core i3/i5/i7

Windows 7 

4GB of ram or higher

500GB Hard Drive
