Is there anyone who can explain to me or is there any tutorials ?

Also I am not familiar with ELS mode, what is that ?

It seems very fancy for the police cars.

This has been answerd multiple times, and I believe your talking about police car mods. Most mods have instructions on how to install them.

ELS is a program that uses brighter/ more realistic lights, again google search for it will turn up hundreds of responses.
