3DS is not set up to render like IV so there is a hard gloss and textures are not done.

As said above^^^ Make sure you install them correctly and if they are ELS enabled make sure you install ELS.
One last tip is to always backup your original files.

Find the firstresponse configuration file in your gtaivscripts folder and change showholsteredtaseronplayer false to true

paste this in the firstresponse. ini and over write false to true
