Hello, when I start up my LCPDFR 1.1, and after I pick an officer at the station, when I go to get my car, it only loads the first two.... I'm not sure what's happening and I looked around in the files to see if there are any unwanted things...

Also, whenever I start up GTA 4, along with LCPDFR, there are a lot of graphical issues, such as rendering, a zero-world-type environment, and missing objects. Any response to either of these questions is gladly appreciated.

Can you post your PC specs.   This will help other users here,  narrow down and hopefully diagnose the issue for you.

You can try reading up on command lines for GTA 4.  I've never toyed with them so I am unfamiliar with it,  but it works for some people.

 

Probably best to post your PC info first and wait for someone to chime in on the topic.
