just wondering how do we create new / different police police uniforms

is it the same as making skins for cars

what do we need ( like program) to make police uniform's

You can use the same software you use for car skins.

All you're editing is the skins that are associated with the police peds.

There isn't a template that you can follow. The most you can do is look at the current skin, and change it from there. Like for the shirt, look at the original texture and locate the front, back, left arm and right arm. I don't find it that difficult.
