How do I Use a enb with lcpdfr 1.1 I want to use vision enb v1 by Jason 87 after the loading screen it crashes

There shouldn't be anything in LCPDFR's code that interferes with graphical configurations or textures, but I'll let the developers speak for themselves since I didn't test that build. All ENBs do at the end of the day is adjust some settings and replace textures. Mods that make pedestrians and drivers do stuff modify the NPC behavior, which is totally separate. You may have a replaced a file by mistake, installed something twice, or not installed something you should have. It's hard to say.
