Created Custom Siren, Not Very Loud In Game

I've been working on creating a custom siren, the Federal Signal Omega. I have all of the needed files (siren_1.wav, siren_2.wav, police_warning.wav,the horn in hex) and they were originally not 44100Hz but I converted them in Audacity to that and 16bit PCM; I also amplified them the maximum amount possible in Audicity.

I loaded them in GTA-IVaud_editor and they sound sufficiently loud during playback. Used SparkIV to load the HORNS.ivaud file and saved (Rebuild was grayed out...).

Now here's the problem, none of the siren sounds nor really the horn sound loud in game. It's defiantly my siren, just not loud at all.

I've tried everything I think I can try...

Anyone have any suggestions or can provide assistance?

I gave it another go through Audicity's amplify tool and enabled clipping this time. Much louder! But quality starts taking a hit. I also think I used two different values for siren_1 and siren_2 on the amplify so I'll need to go back and fix it tonight.
