If a folder named "LCPD First Response" exists, cut everything out of it and paste everything in the main GTA IV directory.

It seems like your LCPDFR dependencies are inside the LCPDFR folder.

Make sure you delete all the LCPDFR files and then download the manual installation.

When you have the manual installation, open it with WinRar and then open a folder called "LCPDFR".

Then you should have a bunch of files. Simply drag them inside your GTAIV root folder (C:Program Files (x86)SteamsteamappscommonGrand Theft Auto IVGTAIV)
