Personally it happens to me when I press Alt + E to alert the dispatch. If you've a trainer, go to Model Spawning, then Walk Animation and you can change it back there.

    yea well i have alt mapped to crouch so it may have something to do with that

    All u have to do is change the  walkfaster key in the LCPDFR.ini to None and the glitch problem is solved, so you could report whith Alt+E every time you want without noose ped crouching
