Advancedhook.dll not working [HELP - NEW HERE]

Hello,

Well, I installed just 2 days agow my GTA IV on my PC back. When I did search on the internet I saw this mod so I thought lets install it. But like always at me, its not working. 

I did download this link '?do=embed' frameborder='0' data-embedContent>>and I did follow I gues 5 youtube tutorials but nothing works. If I start up my GTA iv without those files it works good, When I add those files then I only get the start screen for some seconds more not, When I delete the advancedhook.dll and start GTA IV then it works but then there comes a message with

"You are missing advancedhook.dll" I tried to run it with Administartor rights, I did also put all my maps open for everyone but nothing works. So anyone who has a idea?

Because I really wanna have this mod as it looks awesome on youtube.

All ELS files --> Only startup screen after that nothing
All ELS files without Advancedhook.dll --> Error "You are missing advancedhook.dll" after that the game starts up.
Without ELS files --> Works perfectly
