Okay, I'm getting really irritated, I've been trying to get this to work for a week now. Everything works fine, LCPDFR, Police Helper, and Plate Reader, than once I try to install ELS and modded police cars I get the "Invalid Resource - Re-Install game" error. I don't understand why and it's starting to really mess with my head. I've done everything that is a possible fix for it and nothing has worked. Any help is appreciated, thanks in advance.

Try Diffrent car models . It is a common problem for me . Just use diffrent vehicles and it should work fine.
