My spec is i7 4770 / R9 280x / 8G ram. I have some texture pop in and map loading.

I'm using lcpdfr 1.0d, els v8, 240mb vehicles.img, viva ny, IV Real roadsigns.

I have no idea what kind of mods your run or what problem you want to solve using a commandline parameter.

 

I guess you want less texture pop in and map loading.
