My spec is i7 4770 / R9 280x / 8G ram. I have some texture pop in and map loading.

 

I have no idea what kind of mods your run or what problem you want to solve using a commandline parameter.

 

I guess you want less texture pop in and map loading.

 

Start telling us what mods do you use and the people can help you with tipps and tricks regarding your performance issue.
